Have you heard about the "National Security and Homeland Security Presidential Directive? I believe it a matter of civil duty to learn about and evaluate this directive. Much of the directive is reasonable and creditable. The directive outlines a reasonable preparatory and risk planing framework for large scale disasters. It also disseminates responsibility for risk planning throughout all departments of the government, and establishes accountability for risk planning. I believe that some of this might have been recommended by the 9/11 commission. The problematic part is the description of how the president assumes 'emergency' dictatorial power. This presidential directive, dictates how the president can assume dictatorial power. In this there is no check or balance. If the president sees that there are problems with current laws and procedures concerning emergency powers then changes to existing law should be recommended to congress. This is part of the law that should not be interpreted for the executive branch. The executive branch should solely and strictly abide by the laws written by congress when it comes to these points. This directive declares that the President may take control of all three branches of government and command private businesses in the event of national disaster. There is already an act that grants emergency powers to the president but also clearly defines a role for congressional over site. The directive also leaves it up to the President to determine when an meets the requirements to for him to assume these powers. This new presidential directive could be a lynch pin in a technical and political effort to move toward greater autocracy in the United States. If this issue is ignored until it presents a problem then it will be too late. There are some serious concerns about this directive but there is no news and no political reaction.
